This is a rubber shock mount, with a brass mounting insert.  I have bought these at surplus at Triangle Tool & Machine in San Jose, or you can get them new through the Jameco catalog.

This is the typical nylon washer I use to insulate 4-40 mounting hardware from a PCB.  Note, in the photo here it appears grey, but it is actually white nylon.  The rendering does not show up well on a white background.

This is a representation of a voltage regulator such as an LM2940, or a 7805, with a heat-sink on it.  Only thing wrong with this drawing is the pin spacing and size is not 100% correct.
